A few million. There are several older resorts with one or two lifts that have been out of operation for years. You might be able to pick one up for a half million. It would cost more to reopen, maintenence to lifts and to make it bike friendly. If you go to highland you can see exactly that.

Minimum of a resort. It would cost 5-6 million minimum for a lift.

a decent piece of property (with lift) can probably be had for 4-6 mil. then you have to hire people, insure the place, and pay utilities.
if you wanted to build your own you might be better off shuttle-ing (maybe 2 diesel busses running on bio-diesel from your bike shop / tavern that you build on the base of the mountain), but then your going to have to develop new trails, and then worry about the rest. an old logging mountain would probably be a good start point, one with roads that are still manageable. hire people on full time time to work the bikeshop /shuttle bus. make money year round on the bar. maybe advertise it to snowmobilers in the winter and open up the logging roads to them.

the only thing about the above idea is that liquor licenses cost boku money and insurance would probably be even more w/ bikes, and alcohol

You could always rent the mountain from a major conglomeration, pay a few kids a season pass to build a couple stunts and jump run then rarely maintain them, and charge people a fortune to ride there while making them park a mile away. Then to let them know how well the idea is working you could buy a porshe and park it in the front. I don't know, just an idea I was kicking around.
That being said, I do like ladders and drops.

the one major oversight in your idea is insurance. i cant even imagine how much insurance is for a ski mountain.
heres the like to the SAM (ski area management) website. There is alot of ski area equipment for sale. I've spent too many hours shopping for a ski lift. Its fun when its not your money
